啟動非暴力抗爭(Waging Nonviolent Struggle)譯序

2008年10月25日台灣教授協會與本土社團在立法院前門開始強烈抗議馬統幫公然傾中後而成立「公投護台灣聯盟」(以下簡稱「公投盟」)。彼時,國內外台灣人民因本土陣營大選失敗而士氣低落。2009年夏天在美東夏令營主辦單位的邀請下,我向大會報告「公投盟」奮鬥的情形,以「自己的國家自己救」作專題演講,並先後到美國與加拿大之城市拜會,鼓勵海外台灣鄉親繼續為「後頭厝」的困境提供關心與協助,得到海外鄉親的正面回應與支持,得以延續「台灣人民自救運動」。

其間,利用到美國波士頓演講之便,與發誓台灣沒有獨立建國就不剃鬍鬚的林哲夫教授一起拜會哈佛大學愛因斯坦研究院的吉恩夏普博士(Dr. Gene Sharp)。午餐見面時,林教授提到邀請夏普博士再度到台灣指導台灣人的獨立建國運動。夏普博士是非暴力抗抗爭的國際級大師,曾經實地指導波羅的海三國及巴爾幹半島塞爾維亞的獨立運動,獲得令全球追求解放人民的敬佩。夏普博士表示這不是客套,一方面他說年事已高,已經不適合長途旅行;另一方面,他說明最主要的理由是,一個受壓迫的民族要尋求解放,只能透過人民自己的力量,才能實現這個目標。我提早離開午餐出席演講時,確實有點失望,無法掩蓋他同意授權由我來翻譯他一本新書「啟動非暴力抗爭(Waging Nonviolent Struggle)」的喜悅。

不過,等到我演講完畢,午餐時留下來與夏普博士繼續深談的林教授,帶回來夏普博士贈送一份散裝剛完成的「自我解放(Self Liberation)戰略規劃手冊」一書。當晚經過研讀,發覺這個手冊整理了受壓迫民族尋找自我解放的所有知識與進行實踐的做法,如獲至寶。深覺台灣人民追求獨立建國的運動就是台灣人民的自我解放運動,而這個運動必須從自我提昇及提升人民之權能(Self empowerment)開始。演講結束返抵台北之後,為了按照手冊中提到的另一個重點:這種知識不要淪為菁英分子所壟斷,即刻著手翻譯,並由林哲夫教授邀請數位具經驗且有前瞻眼光的有志之士一起研讀,漢文翻譯草稿經過林哲夫教授的審閱,台灣基督長老教會決定將這本手冊印製出版,讓更多關心台灣前途的民眾與青年學生可以了解自我解放的戰略思考與作法。

值此馬統幫不顧台灣社會民意的反對,汲汲欲與中國簽訂ECFA,企圖以經濟手段達成國共兩黨併吞台灣的政治目的。台灣人民一方面要阻止馬統幫背叛選前對台灣人民所做「自由民主」的承諾,另一方面必須阻擋中國共產黨勢力的入侵。譯者期盼這本書的翻譯與出版,能夠為台灣社會普便感到的無力感注入一支強心劑。「自我解放」就是以「人民的力量(People’s power)」來解除自己民族被滅亡的危機,進而建立自己的國家。台灣人民必須培養能力,朝這個戰略目標邁進。謹此為序。

Translator’s Preface

Since October 25, 2008, after a jointed strong protest at the front gate of the Legislature Yuan (i.e. Parliament) from Taiwan Association of University Professors and many Taiwanese civil rights organizations against Chinese Nationalist Party (KMT) pro-China policies under Ma’s regime, the “Alliance of Referendum for Taiwan, ART” was formed. At that time, the spirits of Taiwanese people around the world were down to the ground due to the loss of the presidential election in the spring, 2008. In 2009, I was invited to give a presentation in the Summer Conference of Taiwanese American Association East Charter. I reported to the audience of what ART had done and was planning to do and concluded that “a country can only be saved by her own people.” After the conference, I traveled to other cities in the USA and Canada to encourage Taiwanese oversea to care more for their homeland, particularly under such a depressing time. I was very much encouraged from the positive responses and supports and believed that Taiwanese Self-Salvation Movement will prevail.

During a speech tour visit to Boston, Professor Albert Lin, who has sworn that he will never shave his beard until realization of an independent Taiwan sovereign state, and I with friends together paid a visit to Dr. Gene Sharp of Albert Einstein Institution at Harvard University. In the lunch meeting, Albert proposed an invitation of Gene’s revisit to Taiwan to consult on the strategy of Taiwan Nation Building Movement. Dr. Sharp has been an internationally well-known theorist and consultant on “Nonviolent Struggle” for suppressed people. He has personally provided advices to those who succeeded in the well- admired self-liberation movement in three countries of Baltic Sea and Serbia of Scandinavia. Dr. Sharp frankly responded, emphasizing that it is not for courtesy reason, that his age will not allow him to take international long trip on one hand and he stressed the main reason behind it is that a suppressed people has to organize their own people’s power to liberate themselves. I admittedly left the lunch for my talk in a Taiwanese Presbyterian church with disappointment, which overshadowed the pleasure from his oral permission to my translation of his new book entitled “Waging Nonviolent Struggle.”

However, when I finished my speech, Albert, who stayed at the lunch and continued further conversation with Gene, brought back a yet unbounded copy of a booklet entitled “Self-liberation, a Guide to Strategic Planning for Action to End a Dictatorship or Other Oppressions.” After spending the whole night on reading it, I immediately found it the very book we are looking for civil-right movement leaders to prepare themselves for empowering people in a suppressed system. When I returned to Taipei, I was convinced by the theory in Gene’s booklet that this kind of knowledge and technology should not limited to small group of people. I take the charge of translation into Mandarin and Albert invited several experienced experts and scholars to study together. After revision, the publication was sponsored by the Taiwan Presbyterian Church with the hope that every Taiwanese and the youth can learn the usefulness of strategic planning of self-liberation.

It is particularly crucial for publishing this booklet when a colonization regime in Taiwan wants her own way forcefully by ignoring Taiwanese people’s right of referendum, and overwhelmingly passed the Economic Cooperation Framework Agreement (ECFA) with Communist China. Under such an oppressed situation, Taiwanese people want to stop Ma’s betray of his promise during his election to have 23 million Taiwanese determine the future of Taiwan on one hand and block the invasion of Chinese Communist on the other, it is hoped by this translator that this guide will stimulate deeper strategic thinking and being empowered from the helpless mentality for all Taiwanese people. Self-liberation is to use people’s power to save her own country form being eliminating by any form of oppressions. Taiwanese people have to develop such kind of nonviolent struggle capability and aim to achieve our national goal as an independent sovereign state in the international community.
