「聯合國跨政府氣候變化專門委員會」（Intergovernmental Panel on Climate Change，IPCC）主席帕加尤利（Rajnedra Pachauri）前天發表聯合國最新的氣候變化報告，認為多數國家尚未準備好面對氣候變化帶來的威脅。
