中國的國家行為者透過網路偷竊商業秘密
cyber-enabled theft of trade secrets by state actors in China
已經逐漸成為我們經濟的重要威脅
has emerged as a major threat to our economic
也因此威脅國家安全
and thus, national security
除了本質就是犯罪
besides being criminal in nature
這樣的行為違背中國對WTO（世界貿易組織）的承諾
this behaviour runs counter to China's WTO commitments
我們不會呆坐不動
we won't sit idly by
如果罪行是在真實世界發生
when a crime is committed in the real world
所以為什麼要呆坐
so why should we
如果罪行發生在網路空間
when it happens in cyber space
我們會持續透過外交和法律途徑
we will continue to use diplomatic and legal means
表明這樣的行為一定得停止
to make clear that this type of behaviour must stop
